Your telegram No. 59: extradition.

I am advised that your powers under deportation

ordinance cannot properly be exercised to meet the request

of Chinese authorities.

Please inform Waichiaopu.

Wang Yan-shan must therefore

be released on conclusion of trial but has himself expressed

the desire to return to Shanghai under protective escort.
